With bilateral official development assistance (ODA) of about EUR 47 million (about Php 2.5 billion) in 2014 Germany is an important partner of the Philippines in development cooperation.

German development cooperation focuses on two topics: “the fostering of peace and conflict transformation” funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and projects related to the environment, climate protection and adaptation to climate change. Germany is currently assisting the Philippines under the International Climate Initiative (IKI) through funding of the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) with ongoing bilateral projects adding up to EUR 30,8 million funding volume. Furthermore, the Philippines are part of 21 regional and global projects under this initiative with a current total volume of EUR 113.9 million (share of Philippine projects around EUR 12 million).
GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) is an important implementing agency for bilateral German-Philippine development cooperation in the Philippines.
In addition, the German Government funds development activities of German non-governmental organizations, of the Churches and of German political foundations, currently with a project volume of EUR 9.99 million.
Germany also contributes significantly to the budget of the European Union through which EU development programs and humanitarian aid projects in the Philippines are funded.
Furthermore, Germany is substantially involved in development cooperation activities of multilateral organizations active in the Philippines such as the World Bank, the Asian Development Bank and the United Nations.
