Development cooperation

With bilateral official development assistance (ODA) of about EUR 47 million (about Php 2.5 billion) in 2014 Germany is an important partner of the Philippines in development cooperation.

Facts and links

German development cooperation focuses on two topics: “the fostering of peace and conflict transformation” funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and projects related to the environment, climate protection and adaptation to climate change. Germany is currently assisting the Philippines under the International Climate Initiative (IKI) through funding of the Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) with ongoing bilateral projects adding up to EUR 30,8 million funding volume. Furthermore, the Philippines are part of 21 regional and global projects under this initiative with a current total volume of EUR 113.9 million (share of Philippine projects around EUR 12 million).

GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) is an important implementing agency for bilateral German-Philippine development cooperation in the Philippines.

In addition, the German Government funds development activities of German non-governmental organizations, of the Churches and of German political foundations, currently with a project volume of EUR 9.99 million.

Germany also contributes significantly to the budget of the European Union through which EU development programs and humanitarian aid projects in the Philippines are funded.

Furthermore, Germany is substantially involved in development cooperation activities of multilateral organizations active in the Philippines such as the World Bank, the Asian Development Bank and the United Nations.

Senior Experten Service (SES)

The German foundation Senior Experten Service (SES) is very active in the Philippines. It regularly places retired and skilled management professionals from Germany in the Philippine business community. The services of SES are aimed at small and medium-sized enterprises, public authorities, professional bodies and business associations, social and medical institutions as well as training institutions.

German doctors help provide a brighter future for children in need

Ambassador Dr. Gordon Kricke paid a visit to Operation Restore Hope's (ORH) mission at Parañaque Hospital (Ospital ng Parañaque) last 13 March 2017 where he witnessed the work of volunteer doctors, nurses and other health professionals from Germany, Australia, New Zealand and the Philippines for children with birth defects.

Presentation of the Order of Merit to Mr. Paul Gerhard Schäfer

On 14 Augst 2017, Ambassador Dr. Gordon Kricke presented the Cross of the Order of Merit (Verdienstkreuz am Bande) of the Federal Republic of Germany to Mr. Paul Schäfer, former Resident Representative of the Hanns-Seidel-Foundation Philippines. The award was bestowed upon him by Federal President Frank-Walter Steinmeier in recognition of his outstanding contributions to the advancement of German-Philippine relations especially in the field of vocational training.

Arts and Design Workshop Centers on Camiguin Island funded by the German Embassy

Under the small-scale projects scheme of the German Embassy, two community and school-based Arts and Design Workshop Centers have been inaugurated in the Municipality of Mambajao, Camiguin Province.

The German Embassy undertakes its own Small-Scale Development Projects in its administrative district which includes the Philippines, Palau, the Marshall Islands and Micronesia. Deadline for submission of project applications for funding in 2018 is 29 December 2017.
