Launching of German funded PNP Human Rights Desk Manual

Ambassador Weber-Lortsch attended the launch of the Philippine National Police (PNP) Human Rights Desk Manual last month. The event, which was the culmination of the cooperation between the PNP and Germany's Hanns Seidel Foundation, took place at the PNP Museum in Camp Crame and was graced by Hanns Seidel's Resident Representative Paul Schäfer, Loretta Ann Rosales, Chairperson of the Commission of Human Rights (CHR), PNP Chief Atty. Raul Bacalzo and Police Chief Superintendent Franklin Jesus Bucayu among others.

In his speech, Ambassador Weber-Lortsch praised the commitment of the CHR, PNP and Hanns Seidel Foundation which triggered down from the top to the front line units. He stressed the importance of human rights in increasing the efficiency of a nation's police force. The new rules of engagement in the operations manual, Weber-Lortsch said, will help further improve the image of the PNP. Ambassador Weber-Lortsch also highlighted Germany's continued commitment in its cooperation with the Philippine National Police.
