German Commissioner for Human Rights praises Philippine human rights legislation

The Commissioner for Human Rights Policy and Humanitarian Aid of the German Government Markus Löning today (24 January) recognized the Philippines’ role as regional precursor in human rights legislation. In addition, he said the Philippines are to receive German assistance to further improve the human rights situation. In relation to this the Commissioner stated:

„The Philippines play an important role as our partner in human rights – internationally and on the regional level as precursor. I explicitly welcome President Aquino’s commitment in improving the judicial system and therefore bring a sustainable improvement to the human rights situation. I have therefore assured him assistance of the Federal Government in the reform of the judicial system, especially in the field of the criminal justice system.”

In his discussions there was consensus that there continues to be a substantial need for reform in the judicial system and that extrajudicial killings are a big problem for the country.

Markus Löning was in the Philippines from 21-25 January 2011. One of the reasons he visited the Philippines was the request of Justice Secretary and former human rights defender Leila de Lima to the German government to help the Philippines implement structures in accordance with the rule of law. Löning met with President Aquino, Foreign Minister Romulo and Justice Secretary de Lima among others.
